Sultan Al Qasimi issues Emiri Decree to establish and organize Sharjah International Award for Cultural Heritage
introduction
His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Member of the Supreme Council and Ruler of Sharjah, issued Emiri Decree No. 19 of 2017 regarding the establishment and organization of the Sharjah International Award for Cultural Heritage. The decree stipulated that an international award shall be established in the emirate called: “Sharjah International Award for Cultural Heritage”, which shall have a legal personality and the necessary capacity to act within the limits of its objectives in accordance with the provisions of this decree. The award’s headquarters shall be in the Emirate of Sharjah, and branches and offices may be established inside and outside the emirate by a decision of the Board of Trustees of the award. The award aims to achieve the following: 1- Appreciating the meticulous efforts made at the local, Arab and international levels in the field of preserving and documenting elements of cultural heritage and ensuring their continuity. 2- Instilling a spirit of fair competition among those interested in and working in scientific and field research in the field of cultural heritage. 3- Valuing cultural heritage preservation practices and crowning the most worthy of them in accordance with internationally approved standards in this field. 4- Honoring human treasures and noting their role in the field of transferring experiences and knowledge, and introducing oral narration techniques and the role of narrators. The decree also stipulated that the award shall be granted in the following areas: 1- Best practices in preserving cultural heritage. 2- Narrators and heritage bearers / living human treasures /. 3- Researchers in the field of cultural heritage. According to the decree, the Ruler of Sharjah may, based on the proposal of the Board of Trustees of the award, add other related areas in which the award shall be granted. With regard to organizing the work of the award, the decree stipulated that it shall have a Board of Trustees consisting of a Chairman, a Vice-Chairman, and a number of competent and specialized members, and their appointment shall be issued by an administrative decision from the Ruler of Sharjah or his representative. Regarding the powers of the Board, according to what is stated in the articles of the decree, it is considered the highest authority competent to manage the award and has the powers to set controls and supervision in accordance with the achievement of its objectives. To this end, it may exercise the following powers: 1- Drawing up the general policy for the award’s activities. 2- Setting the criteria for granting the award. 3- Nominating the members of the arbitration committee. 4- Preparing the annual budget and final account of the award and submitting them to the Government Relations Department to take the necessary action. 5- Preparing the financial and administrative system and organizational regulations and submitting them to the Government Relations Department to take the necessary action. 6- Proposing the general guide for the award, its periodicity, categories, conditions and nomination mechanism and submitting them to the Government Relations Department for approval. 7- Forming permanent and temporary committees and defining their competencies according to the needs of the award’s work. 8- Submitting periodic reports on its work to the Government Relations Department.

"9- Any other matters that the Board of Trustees of the Award deems necessary to conduct the work after the approval of the Department of Government Relations.
10- Any other competencies that are consistent with its work, assigned to the Board by the Ruler or the Executive Council of the Emirate.
The term of membership in the Board of Trustees of the Sharjah International Award for Cultural Heritage shall be four years, renewable, and the Board shall continue to conduct its work until a new Board is formed.
The Board of Trustees of the Award shall meet at least twice a year or whenever necessary upon invitation from its Chairman, and its decisions shall be issued by a majority of members. In the event of a tie, the side that includes the Chairman of the session shall prevail.
********----------****** The decree also stipulated that the Award shall have a technical secretariat that shall exercise the following competencies:
1- Proposing the strategic and marketing plan for the Award and submitting it to the Board of Trustees for approval.
2- Carrying out general coordination work for the Award and administrative and financial supervision of its work.
3- Carrying out marketing and promotion work for the Award according to an approved plan.
4- Defining the award, its objectives, conditions and nomination mechanism based on the award guide.
5- Receiving nomination requests, classifying them and submitting reports to the Board of Trustees regarding them, and coordinating with the arbitration committee and evaluation teams to sort the requests and distribute them to the work teams.
6- Coordinating between the relevant parties in the award, its board of trustees and the arbitration committee, and it alone shall have the right to conduct the necessary correspondence for this purpose.
7- Preparing the award launch ceremony ceremonies after their approval by the Board of Trustees.
The Technical Secretariat shall have a Secretary-General whose appointment shall be issued by a decision of the Executive Council of the Emirate, and the decision shall specify the duties and responsibilities of the Secretary-General.
The financial resources of the award shall consist of the following: 1- Government support allocated to it in the budget of the Emirate’s government.
2- Revenues from sponsoring the award’s events and programs provided by the public and private sectors and accepted by the Council.
3- Any other resources proposed by the Council and approved by the Department.
The award’s fiscal year shall begin on the first of January and end on the last of December of each year, provided that its first fiscal year shall begin on the date of entry into force of this decree and end on the thirty-first of December of the same year.
The award is exempt from all local government taxes and fees in all their forms and types.
The decree stipulated within its general provisions that the Executive Council of the Emirate shall issue, upon the proposal of the Department of Government Relations, the necessary executive regulations and decisions to achieve the objectives of this decree, in coordination with the Board of Trustees.
This decree shall be effective from the date of its issuance, and the relevant authorities shall implement it, each in its respective capacity, and it shall be published
in the Official Gazette."
